A referee for over 24 years, Bill started officiating in 1962. In recognition of the quality of his officiating, Bill was selected to referee at national championship events, including university, senior, and junior men's.

He was the first Manitoba referee to travel outside of Canada, officiating a sanctioned International Amateur Federation (FIBA) championship, the 1982 Federation Cup in Bulgaria.

As an administrator, Bill has served in various capacities on Manitoba and National refereeing bodies, including the Manitoba Basketball Officials' Association (president) and the Manitoba and National Committees of Interpreters of Basketball Rules.

In addition, Bill has conducted many local, rural, and provincial clinics throughout Manitoba and Ontario.
